Clear, kiln-dried, finger-joint cedar porch posts, railing and spindle. Maybe you can get it groomed up or (dare I say it) remove it to open up the Ok, Casey can you help me figure out the thinned primer/dipping process?

No, you do not use a primer before a deck stain. .. My deck has a semi-​transparent natural cedar tone stain from over 2yrs. ago. I just started staining my deck spindles and quite a few of them before I noticed the hardware.
